Résumé

Ce cahier fait la synthèse des dynamiques du foncier rural en Algérie depuis les années 1960. Il analyse en trois temps le processus de transition qui a conduit le pays de l’autogestion à la concession des terres observé au cours de ces cinquante dernières années. Basé sur une documentation riche comme la consultation d’archives et la réalisation d’enquêtes auprès d’acteurs clé durant plusieurs années, il aborde la question des structures agraires et des évolutions de la paysannerie algérienne ainsi que des politiques publiques agricoles qui s’y rattachent. Ce texte ouvre finalement sur des problématiques actuelles en lien avec la question du foncier rural en Algérie telles que celle des formes sociales d’organisation de la production agricole, des choix techniques et de leurs incidences en termes d’emploi, de sécurité alimentaire ou de durabilité des ressources naturelles.

Abstract

This text synthesizes the dynamics of rural land tenure in Algeria since the 1960s. It analyses in three stages the transition process that has led the country from self-management to land concession over the past fifty years. Based on a rich documentation such as the consultation of archives and the realization of surveys with key actors during several years, it addresses the question of the agrarian structures and the evolutions of the Algerian peasantry in relation with the agricultural public policies. This text finally opens on current issues regarding the question of rural land tenure in Algeria such as the social forms of agricultural production organization, the technical choices and their impacts in terms of employment, food security or sustainability of natural resources.
